In his book from 1917, The State and Revolution, Vladimir Lenin explained how he visualized the coming “dictatorship of the proletariat”, and how he expected subsequent “withering away of the state” to occur. Although he had never held any public office, he took up the duties of chief of government with vigor. He directed the organization of secret police (the Cheka) under Feliks Edmundovich Dzerzhinski, and a Red Army under Trotsky as war commissar. The immediate task of these organizations was to deal with the resistance to Bolshevik rule, resistance which grew rapidly in 1918, seizing control of Ukraine, southern Russia, and Siberia. The White forces were supplied and supported by the allies in the hope of getting Russia back into the war, from which Lenin had withdrawn by the Treaty of Brest-Litovsk on March 3, 1918. During the Civil War, Lenin did not put aside his long-declared purposes.
