What Is CELPIP?

CELPIP stands for the Canadian English Language Proficiency Index Program. It's an English language test made by Canadians, for Canada. Developed by Paragon Testing Enterprises (a subsidiary of the University of British Columbia), CELPIP was built from the ground up for Canadian immigration and citizenship purposes.

Here's the thing: unlike IELTS, which was designed for international use and later adapted for immigration, CELPIP was purpose-built for IRCC. The scenarios, accents, vocabulary, and contexts are all Canadian. You'll hear about transit systems in Vancouver, not trains in London. You'll write emails about apartment maintenance in Toronto, not complaint letters to a British council.

The test is fully computer-delivered. You sit at a workstation in a test centre, wear headphones, type your writing responses, and record your speaking into a microphone. The whole thing takes about 3 hours. No human examiner. No handwriting. No waiting in a room while someone grades your speaking face-to-face.
