There  have  been  three  main  phases  in  the  development  of  public  relations,  the  profession  of  creating  and  caring  for  the  public  image  of  companies.  In  the  earliest  phase,  the  Publicity  Phase,  one-way  communication  .  Most  PR  experts  built  recognition  for  a  company  or  individual  among  the  widest  possible  audience.  In  the  Explanatory  Phase,  PR  professionals    to  just  inform  but  to  offer  explanations  for  the  actions  of  companies  which  they    so  that  their  public  would  understand  and  then  spend  their  money  there.  This  approach    so  popular  in  the  last  few  years.  Organisations  have  found  more  recently  that  they  need  to  listen  to  the  public  and  make  adjustments  to  their  behaviour.  This  is  known  as  the  Mutual  Satisfaction  Approach.  Many  still  believe  they  can  get  what  they  want  without  making  any  changes  in  behaviour.  Enron,  for  example,    that  they  were  honest  and  financially  responsible  when,  clearly,  they  did  not  practise  this.
