Until the late 20th century, we were able to plan for risks. We the emergency services to deal with fires and accidents and when an accident , the insurance company used to pay to fix it. Risks being something that nations could control themselves around the end of the last century. In the 1970s, Swedish scientists began to realise that factories in the north of England the damage to their forests. Then, in 1986, the Chernobyl accident completely changed the way we think about international risks. The accident affected countries all over Western Europe. Now, it's not the case that life used to be safer in the past. After all, people hunger, illness and natural disasters on a regular basis. But the risks we face today are basically different. This is because we didn’t use to have nuclear, chemical or genetic technologies at that time - technologies that don’t respect national borders.
