If you are going to conduct research with animal or human subjects, it is very likely that your proposal will need to be approved by an ethics committee before any can begin. The committee represents the sponsoring university and is responsible for ensuring that all scientific or other studies undertaken in the university's name comply with its published guidelines. The purpose of the guidelines is to the public, who often indirectly fund the research, of two things: that no will come to the study's subjects or the wider community and that the study's findings trustworthy. In order to obtain the committee's approval, therefore, your proposal will need to demonstrate that your plans are appropriate for your research objectives and that you and any of your colleagues will be accountable for all potential outcomes.
